You can win Backgrounds at the end of the level when you complete the Background gauge. When you unlock a design, you can choose to apply the new design in the background.

You can then change the scenery by clicking on the "Design" icon in the main menu, then select the background of your choice, and then confirm your selection so that it appears in the back of every level.
